So does this mean we go by what the "extensive practice" is or by what the law/constitution says?

I'm really confused here or we have some nuts writing/making/interpreting the law.

That does not seem to be enough information to even make sense. So could the guy just carry openly? If he had to have a permit to carry at all - it seem slike a ban.

Its one of those court decisions that will screw things up for the next hundred years.
It doesn't matter what is popular. The courts should be going by the law and the constitution. If they did that consistently, the extensive practice would also be in step with the law and constitution.
